How to delay a mp2 track in a mpg file?

I have a mpg file (not mine) with the audio out of sync (the audio plays 2 seconds before the image) from the beginning of the file.

Exists one program to adjust the audio in a mpg file?

Or exists one program to join 2 mp2 audio files (so, I can demux the audio track, join 2 seconds of silence and remux it)?
