Convert TV-Capture DVD -> (S)VCD

Ok i'm getting totally crazy on this so if anyone can help - please, please do! Ok here it is:

I have a Hauppauge Win-TV PVR 350 and I capture:

MPEG2 4.0MBit/s FullD1 CBR 704*576 (PAL)

This works fine and burns without problems with DVDit and Sonic MyDVD to my Phillips DVD+RW and plays fine on my external Pioneer DVD.

Now I want to convert these captures to SVCD 480*576 (PAL) and/or VCD 352*288 (PAL). How, how, how do I do that? TMPEnc? No. Adobe Premiere? No. ...

I've read many Guides but failed to get it work.

Please help.

Do you succeed in creating a DVD2AVI .d2v project file from your captured MPEG2? If yes, you could proceed with AviSynth as described in several guides. For simplicity I'd use GordianKnot to create the .avs file.
