Dvd2Svcd & CCE/TMPG with Hardware MP2 Encoder?

I picked myself up a Dazzle DVD-II a few days ago, and it comes with a PCI card for hardware-based MPEG-2 encoding and decoding. My question is whether or not CCE, TMPG, or even BeSweet could use it to significantly improve encoding times. Perhaps there would be settings that would need changing in each individual program, or maybe DVD2SVCD could apply the changes through a .avs file line addition. I dunno how I could do it, but it sure would be nice.

And perhaps there is no way to combine hardware encoders with software encoders and have them work together, but not gonna hurt to ask right?
