i've tested cce 2.64 with svcd pal resolution ( 3 pass )
bitrate min = 700 / average 1150 / max 2000
and when i view the bitrate of the output file the minimum is 400
is there a parameter to force the respect of the minimum bitrate or the field is for the fun ?
