Should I always use it, or it depends on the data according to Bitrate Viewer ?

Use it for progressive material only (alternate scan for interlaced material).
Note that bitrate viewer shows only the header informations which need not to be correct (and very often aren't).

I encoded an Interlace movie in CCe/DVD2svcd...but I left the setting at progressive in the DVD2SVCD setting.
I ended up with some sort of frame blending .....no longer get 2 distinct fields..each field contains pic. info from the other field. Naturally it jitters in motion scenes.
What settings should I use for a Pure Interlace movie in CCE/DVD2scvd?

I don't work with dvd2svcd.
But for interlaced material with cce set as follows:
Simply uncheck everything in the video tab.
Afterwards prove if you have to set bff which is best done with Darim's Easy Changer (freeware) which doesn't write a new file (like ReStream or pulldown.exe) and has some aspect ratio extra options.
Also it is better to use an interlaced matrix which is optimized for alternate scan.
I attached the file, maybe validation by a moderator takes some time.
