does CCE resize video automatically? if so how.

for example an avi i have is 320 x 240 and tmpeg will automaticaly make it 720x 480 but using cinemacraft it simply places a black border around it to make it 720x480 but the video itself stays centered at 320x240.

AFAIK CCE doesn't resize. You have to do that through a frame server (AVISynth).
