1) Capturing from TV at 640x480 using huffy codec, then resize with precise bilinear to 320x240 and divx low motion codec at 400bitrate.

2) Capturing from TV in 320x240 using the divx low motion codec at 400 bitrate.

I tried both and 1 is 3.86 megs and 2 is 3.87 megs. I guess the first one looks better but I'm not sure. Maybe it's just the placebo effect. Any opinions?

Capturing at hight res is always better because some of the noise is averaged out by resizing, but not when you capture at low res.
And you can use "real" deinterlacing methods before resizing if possible or necessary.

The 1st method is better but takes longer (you'll probably also need smart deinterlacing if you capture in 640x480).

Why are you using divx 3.11 low motion anyways? Either use Nandub, Divx 5 or XVid. All of these newer mpeg4 methods will give you much better results.
