A friend of mine wants to cut a range of VCD compliant files to disc and has asked if he can put more than one VCD quality movie on a single DVD-R disc (i.e. MPGEG1) in such a way that he can watch them on a standalone DVD player. If so, how much can he fit on a disc in playing time?
I think he's aiming to get a complete TV series on as few discs as possible rather than one VCD per episode.

1 minute of standard VCD requires 10MB of space. So on DVD-R which
is 4.37GB you can get about 430 minutes- 8 hours

Yes, i´ve burned 3 SVCD movies on a DVDr disc.
Works fine with DVDit.

dvd authoring programs support both mpeg-1 and mpeg-2 (elementary streams only usually) and so will accept VCD streams fine.

The video will work fine. You should remind your friend, however, that the audio should be resampled to a 48KHZ rate.
At least some authoring programs will accept MPEG-2 at 352x240 (NTSC) but the DVD standard actually requires MPEG-1 at that resolution. But since that is what VCD is anyway it shouldn't be a problem.

Is it possible to use mpeg 1 at a higher than standard bitrate and still burn to DVDr for set top playback?
i.e. 352x240 standard VCD resolution, but at bitrate of 1500 or 1800 as opposed to 1150..

MPEG-1 CBR and VBR video is also allowed.
and
MPEG-1 video rate is limited to 1.856 Mbps with a typical rate of 1.15 Mbps.
