how can i unfreeze frames in a mpeg vcd ?

hi,i got this movie from a friend on vcd but about 10mins in it starts to freeze the picture and pixalate but the sound carries on as normal this only lasts for about 4mins,but it spoils the movie.
does anyone know how i could unfreeze the frames or a program i could use to do this ?
