Subtitle Color Table questions

I've read many specifications on DVDInfo from the creator of IFOEdit, but I have still questions, and I can't register on their forum :(

In the subpicture specification, it is said that, the bits are :
0 for background
1 for pattern
and 2 & 3 for emphasis
In Gladiator Z2, pattern is actually 2. So i wonder whether bits order is not set in a specific ifo or navigation packet ?

And I have still another question :
subtitle colors are indexed in a 16 colors CLUT, but where is this CLUT specified ? in ifo ? in vob ?

These are not bit numbers, but pixel values, and they may be used anyway the author desires. The designations of B, P, E1, and E2 are only a suggested use.
The CLUTs are located in PGCs, so the colors used will depend on which PGC is running at the time (more than one PGC can include a given cell in the program, and use colors which are different from the others)
