Some people say that re-encoding will give you worst quality in most cases but after a lot of testing I disagree. I had a lot of blocky (mpeg artifacts) and noisy videos that I downloaded from the net (eg. commercials) and 80% of them look *much* better now after loads of filtering and being re-encoded with divx 502 at quant. 2.
As I only view my videos in full screen, use the in my projects or output them to TV I cropped any black borders (except when 16:9) and did a precise bicubic resize to 640x480 on all of them, after that, some noise reduction and they look 10 times better in full screen, most of the artifacts are gone too, the only side effect was a sligh blurring.
Maybe you don't agree with me, of course that's just my opinion but I decided to post it cause I wish I read something like this before waiting so long to start cleaning up my video collection.
