NTSC Disk

If I am making an SVCD outta an NTSC Interlaced disk to be watched on a TV is it necessary to perform IVTC? Is it necessary to deinterlace?

Right now all Im doing is performing IVTC with decomb. But I am unsure whether this step is even necessary.

I don't know what IVTC is but I'm 100% sure you don't need to deinterlace if you're going to watch the vid on a TV screen. You'd even lose movment quality if the film is "real" interlaced video (I mean 60 fps video like homemade vids).
