Full screen DVD's

I would like to know what I have to set Gordian and Tmpeg so that when the movie is encoded from DVD to VCD. I will get the new VCD to fill the TV screen like the DVD does. What I mean is that the DVD movie is not on wide screen format.

I am in Australia so we use pal.
