is there a program that u can increase the volume of a song and then reencode it with that louder volume? because i have a really good song but its hard to hear because the volume is low. if anyone knows a program that i could do this in let me know

if it's an mp3, you shouldn't reencode. you could losslessly increase the volume of the track.
read the audio faqs. q14.

I just tried it. 6db did not do much, so went for 8. Is this a good idea though. Doesn't seem very smart.
On PostGain this does not seem to have an effect. Is this correct?

Use MP3 Trim, it will automatically detect the needed gain and apply it. It is freeware as long as you're dealing with quite short files (I think shorter than 7 minutes or so) - it is fast & NO recompression is needed
