A Quick Question, could someone please tell me the higest possible biterate for a normal VCD? I put mine on 1630 and it came out amazing I was just wandering if that is ok to burn as a VCD the file is still a MPEG-1 thanks, Dave

A VCD has ALWAYS 1374kbps total bitrate. In the standard you'll have 1150kbps for Video and 224kbps for Audio.
But you can tweak a bit, for example 1246kbps for Video and 128k for Audio. In any case your total bitrate must be exactly 1374kbps.
When you go higher or less than 1374kbps, you're making an X-VCD, which isn't playable with most DVD Players.
If your DVD Player accept higher bitrates, you have to test it until it doesn't play your discs anymore.
So for example, go further with 1700, then 1800 etc, until it doesn't play correctly. This will be then the limit of your DVD Player.

Thanks for that I will test it but I will probably be playing it in my Computer anyway, so thanks for the info.
What is the lowest bitrate a MPEG-2 (S)VCD can have and could it be as low as 1630 or is that X(S)VCD?

If you're intending to play the discs only on a computer, you can take any imaginable bitrate, there is no limitations.
But talking about standards:
SVCD has variable bitrate. The minimum total bitrate is 1380kbps, the maximum total bitrate is 2710kbps. Your average total bitrate should be somewhere between 1550kbps and 2550kbps.
Anything else is out of the standard and will be called X-SVCD.
