except skip all the steps until it starts talking about nanadub and you should be good to go from there.

I would normally say just use DVD2SVCD for the Mpeg conversion, but it doesn't get along with video made in premier.

the fact is that we would like 2 things :
we have videos in dv format, wed like to add post effects like moving titles, and some color correction, the only soft that make that good are shake and combustion but i dont know format the format i should export from these soft that are not too lossy and that i can import into any divx encoder

If you have the space available you should be able to export to uncompressed.

Here's what you do:

Make all the fancy transitions and sound tracks you like in premiere. When done simply export avi using the PAL or NTSC (microsoft DV codec (only DV codec available from premiere without workarounds)) codec. Here you have no loss in the stream where there's been no editing, simple direct stream copy if you will. Don't do this uncompressed! DV is 5:1 compression with very good quality (3.6 MB/Sec).

The above is what I would recommend to newbies. Me, I use the avisynth frameserver (wrapper) and export (uncompressed as it is) to an AVS-script (IPCSource) and drag THAT into TmpgEnc. No intermediate storing on HD and no recompression before going Mpeg.

I wont write an essay here, since you might not be interested. But if you are, I'm willing to assist on a more detailed level :)

Cheers
