Divx to VCD?

Anyone know if it is possible to convert divx to VCD format?

I've been looking for the tools but no luck.

I've of course found DVD to VCD or SVCD but not divx format to VCD.

If the DivX file is an avi, which in most cases is true, TMPGEnc will read it, and use TMPENC's built in VCD encoder to encode it.
