1.8 gb Mpeg file turns into 5.45 gb dvd???

Does anyone else wonder why when they have like a 1.5 or 2 gb movie file why it turns into such a huge DVD menu? When I tell my DVD encoding software to encode a file that is only 1.5 gb, it turns into a 5.45 gb DVD structure! Is it my DVD encoding software? Because I think it is ridiculous to have to put a 1.5 gb onto 2 blank dvds!
