what is used to fill in the blanks for the cce part?

I know this is sort of off-topic, but what was used to build the part of dvd2svcd that fills in the blanks during the cce part of the process?

you are asking how to do this in the program code - perhaps this is what you're looking for? I think this is how dvd2svcd does it but I can't speak for him so I don't know if it's true but this is the common way when programming and controlling other apps:
