I'm looking for fastest and the best quality resize availabel. Time doesn't matter.

Have you even read ANY documentation?
A search around this forum (and a few others) would give you about a hundred answers. If those aren't enough, then you can ask again.

And you post the thread twice (I've deleted the other one)? After 45 posts, you should be used to the forum interface.
There's no such thing as "the best resizer". Search the forums, try what you find, and you'll figure out what is best for you.
