tool for changing fieldorder

does somebody know the name of the tool which is possible to change the fieldorder in an .mpg file without reencoding?(i have shh`s restream but sometimes it doesn`t work,f.e. cce2.5 everytime encodes with topfiel first no matter what was checked than tried with restream to change it but didn`t work)

Pulldown.exe might work ... Darim has a tool called "Easy Changer", too (it's in the DV-Mpeg package, maybe try the free demo versions in their FTP?).

NB: I just checked, changer.exe is in the freely available demos. It also tries to set the aspect ratio flag.
