Hi,
i've encoded a VCD file wih TMPEG and now there is a problem.
After I put this file on a CD-R and in my DVD-Player the upper and lower region is "cut" of.
All other VCD's don't have this problem only this one.
Is there an error in my settings??

Almost certainly, but none of us were watching over your shoulder while you set the settings, so we probably won't be able to help you determine which setting(s) is(are) off.
The first thing I'd check is the resolution. I accidentally did an SVCD with a resolution of 480x482 once, and (if I recall correctly) my player only displayed about ¼ of the movie (240x240 - the upper left part of the movie).

What for a problem is that. PC is a full screen and if I put it on VCD there's cut something off (upper and lower region)

OK!
Lets analyze this:
1 - You are using TMPGE. Open it and in "setings" you have several "video arranje metod's". - Choose one and try it.
2 - If it is not what you expect, try another one.
3 - Verify if you are not "cliping the frame". Confirme this.Look at the litle windows in setings.
4 - Make your trys with a litle portion of your movir to not spend time.
5 - And you always have: -. "Center (costum size)!.
If it is not what you need I dont know more to help you, sorry!
