I have to recent experiences with Hybrid DVD sources
One was with "Jay and Silent Bob" NTSC region 1
see this thread (http://forum.doom9.org/showthread.php?s=&threadid=19712)
and the second was with an "bonus" "making of...." segment on Spike Lee's "Bamboozled".
DVD2SVCD while creating a DVD2AVI project file both correctly identified these as Hybrid sources and said IVTC will be performed (AVS file shows Decomb being activated). However the final product had audio and video becoming progressively out of sync with the latter part of both having video without audio as the audio portion has already run in it's entirety.
Based on these two conversions, my guess is that DVD2SVCD, if DVD2AVI is set to Auto and detects Hybrid, tags the video stream as Inverse Telecine, making the video slow down slightly.
So, a word of warning... :)
If you have a "Hybrid" source and you had DVD2AVI set to auto, stop DVD2SVCD, go back to the DVD2AVI tab and set to "Force film off" (NOT IVTC). Start the conversion again. Edit your AVISynth AVS file, if necessary, to load Decomb and Telecide/Decimate. And then proceed as normal.
