Well, you can download TMPGNC and have it convert your AVI to a MPEG2 (DVD Compliant file). And yes you can use Menus, but all depending on what authoring program you are using. Most of the Consumer-Level DVD Authoring programs let you create Still Menus(for example, DVDit, SpruceUP,etc.). What DVD Authoring program are you using?

You need 2 things to go with your burner: An MPEG-2 Encoder and an Authoring Package.
Which one of those available you use depends on the level of price/quality you want. If you are satisfied with PCM audio and pretty-good video and want to keep the price really low, try ULEAD DVD Movie Factory to easily do DV to MPEG-2 conversion and authoring, you can get a free trial here:
http://www.ulead.com/dmf/trial.htm
It has a lot of limits, though, and the PCM stream can rob a lot of your space.
MPEG Encoders:
Higher quality MPEG-2 Encoding comes with TMPEGENC which you can get (essentially) for free. The best MPEG-2 comes from Cinema Craft Encoder (CCE) which is very expensive.
Authoring:
The next level up in authoring software would be SpruceUp, which is very easy to use but is hard to find (not made anymore) -- a good look (search) through this forum will get you pointed in the right direction. You may also want to look at SoftEncode to do PCM (WAV file) to AC-3 conversion.
To do professional level authoring you'd need ReelDVD, Sonic Scenarist, DVD Maestro, or one of several other slightly high end tools.
As the quality goes up, the price goes up faster.

Yes, have a look at one of doom9's guides i think it is the dvd maestro one. go to the bit where he talks about ripping subs. now you dont have your subs yet but one of the programs uses ocr which converts it into a text file which then generates it back into bmp. I guess you could just type up that txt file then run the program on it to generate the bmp's
cant remember the name of the programs but if you read the guides you will get it there.
