Encode to AC3???

how can i encode to AC3?
i mean to make a DTS cd

the problem is that i have 2 stereo files and 1mono i want to make them a 5.1 sorround file to play them on my home theater system.

any program?
if its possible choose a program that is free.

You need surcode CD Pro DTS which is very unfree, sorry don't know any free tools.

There are no free DTS encoders, so also no free programs to do it.
