When do you use the high and low pass filtering and how do you know what values to use?

I never use high pass filtering
If you're going to encode to ABR, enter only
--alt-preset xyz (where xyz your desired bitrate is)
and it will make all things automatically
For CBR encoding, I use the following lowpass values:
128kbps JS: 17KHz
160kbps Stereo: 18KHz
192kbps Stereo: 20KHz

I never new that --alt-preset can also encode CBR, I'll give it a shot, may be it's better than my own recept.

You could use lame --alt-preset xyz --cbr

as I said before:
--alt-preset cbr 192
is the correct syntax, check the following link for more info.
