hi
got a dvd with bad video on it(big blocks,not sharp...)
normalý i set cce to what bitrateviewer says and set the max.bitrate to about 9000 and avg.to about 5000
my question:which settings are best for such bad video(what resize,bitrate...)do you think?
never had this problem before cause normaly the dvds holp up good video..

try this ones:
image quality priority 10
noise reduction 15
temporal smoothing 3,1
i get good results with these settings with an vbr 3 pass min average bitrate at lest 2200

The truth is........crap in, crap out.
If you have a bad video source,the best you can do is try to make something just as, or almost as, bad. If you are really doing your encodes with a max rate of 9000 and max average of 5000, you are in a sense just duplicating the original MPEG-2 stream. If you do the above settings (probably should include bicubic c value of 0.60) you will definitely notice a softening effect.
However, softening may be no more pleasing to the eye and in fact you may notice other artifacts/distortion that may be worse. Think about Dolby B noise reduction on your old audio cassettes. Was that any better than some hiss?
Rip a chapter, play with the Bicubic, noise reduction and TemporalSmooth settings. Place each test as a chapter on a SVCD and compare on whatever equipment you use to see which is best.
Again, crap in, crap out.
