Quality mode problem

I try to encode with 1 pass quality 100.
Has the Quantizer restrictions options an impact of this mode ?
I want to encode (tv capture with virtual dub) with Min I-frame 2 Max I-frame 2, Min P-frame 4 Max P-frame 4.
For the P-frame the restrictions works (same as Quantizer 4) but for I-frame it keeps Quant 4 and not Quant 2.
For the moment, i've always used quant 4 encoding mode. But I want to try to give more bitrate to I-frame (quant 2)
I believe, I can do this with the quality mode but my settings don't work.
Others settings to do this?

Nah due to the way core works, we can't actually force I-frame quantizers to obey what we tell it to.

Annoying yes.. I really want to rewrite most of vfw to reflect options that are actually possible.
