I just wanted to know if it is better to change an audio strean sample rating from 44,100 to 32,000 or 22,050. I am not sure if the 22,050 would be better because it is a equal half, or the 32,00 would be better just because it is higher. I am converting mpeg-2 audio from a cartoon that I captured and I want to get good quality (no distortions) in a small file.

Keeping 44,1KHz will result in highest quality, but will require a higher bitrate or a lower lowpass filter.

I suggest the following:

For Forced Joint Stereo, you may go down to 32KHz sampling if you're planning to use 96kbps and lowpass on 14KHz.
For 80kbps set lowpass to 12KHz.
For 64kbps, you may go down to 22,05KHz sampling with lowpass on 10KHz


For Mono:
48kbps 22KHz sampling and 10KHz lowpass
56kbps 32KHz sampling and 12KHz lowpass
64kbps 32KHz sampling and 14KHz lowpass
