What would you say what's the codec that gives best quality (divx 3.11. 4 or 5) when encoding dvds to divx .

That question was asked to many times and there is no answer . You use what you think is the best . For me is Divx4 (for now). Divx5 will be even better but they have to fix many bugs first.

Divx 3: A combination of Nandub and Gordian Knot will give great results. However, it takes quite a few tries to get the hang of it.
Divx 4: Automatic Two pass encoding, good quality.
Divx 5: Lots of features to help it save space. Now if it would all work correctly it would be great.
