changing chapter start

Hi, anyone know how to change the start and ending times for a chapter?

You can't change the time.

Chapters are pointing to programs, and programs are pointing to cell's, which are located in the PGC.

All you can reassign is to point the chapter to a different program, or to point a program to a different cell.
