I think it's pretty obvious but I don't trust my own judgement and need some confirmation. So please bear with me...

Will encoding divx5 with fixed quantizer 2 (1-pass quality based 100%) give the best possible quality, better than 2-pass encoding? And is this the same the first pass of 2-pass encoding does?

Yes (XviD at 1-pass qauntizer 1 wil be better, but also very cpu intensive to decode).

No, 2-pass with high enough bitrate will result in the same quality

And is this the same the first pass of 2-pass encoding does?
Yes, but the first pass throws away the video stream by default...
