I'm running DivX with no problems on my W2K/DX8.1 over here. What video-card do you have? Are you sure you have DirectX8-compatible drivers? Have you installed SP2 in W2K and all the compatibility updates?

DirectX 8.1 made my rig score 400 points less in 3DMark 2001 (Win 98SE, ATI Rage 7500), but it works fine with DivX.

I have also installed DirectX 8.1 on a Win2k system with a rather old Matrox Millenium G200 and it works fine for watching DivX (as far as the card's capabilities go...).

Try installing new drivers for your graphics adapter, or reinstall the drivers you are using. I think removing DirectX from the system is not easy, if possible at all. A fresh install of Windows would probably be the easier solution...
