What are the standards for a svcd ?
I´ll mean if I want to rel on for exampel ISONEWS
what settings has to be fullfilled
I´ve heard like min 224Kbit audio
3 cd´s if over 112min
and so on
but are there any specific guidelines written down somewhere that I can read

Specs can be found here: http://www.vcdhelp.com/svcd.htm
SVCD is a bit flexable so things like VBR are not set in stone. Use what looks good to you.
