There is possibility decode pure mpeg2 to SVCD using CCE?

Hi,All!
i using Nokia9600-SCSI Sat-Digital-Receiver to grabb MPEG2 stream video.
Every time i can make SVCD with helping TMPGEnc2.02_programm,
TMPGEnc is very good programm, but i would like to have closed more better quallity.

There is possibility,with CCE-2.50 or CCE-2.64 to decode pure
MPED2_file directly to SVCD with VBR-3,4,5

Please, any idea?
