What does this error mean ? Is this an encoding problem ? What parameter is causing this ?

Error : Number of fields (4000) in GOP(# 1) or between sequence_header_code should be equal or smaller than 36.

I think I know this. It's in Scenarist right? What is the frame rate of your mpeg file and what is your GOP structure? That's your problem!

You also neglected to mention whether the files were encoded by you, or were ripped from a commercial DVD. I suspect the former to be the case.

Very bascially-speaking, you should observe the following, when adhering to the DVD specification:

PAL maximum GOP length = 15
NTSC maximum GOP length = 18

Headers should be placed before EVERY GOP
