I think that some redistribution of the forums will be good...

In "general" there is DVD2AVI, that is OK since is a "general" program (for (S)VCD and for AVI). But "Subtitles" is also there, and it is very different to make subtitles (unless they are not switchable and done perhaps with VirtualDub, Flask or Avisyth) for AVI (perhaps with VOBSUB) or for SVCD (perhaps with submux or I-Author)

In "DivX" there is FlaskMPEG and VirtualDub, and both are "general" programs (I have made SVCDs with both). I do not know MPEG2AVI

In SBC there is NanDub (I think is OK, since is main purpose is SBC AVIs), and I do not know if Gordian Knot can be used to (S)VCDs

In VCD & SVCD there is AviSynth, that it useful to make SVCDs with CCE, but also for many other uses

I think there will be a good idea to make a group for subtitles, and separate in "non switchable", "Switchable-AVI", "Switchable-SVCD" and "Switchable-DVD" or something like that.

That there is a program called VOBSUB both AVI and SVCD (and they are very different programs), and the same with SUBMUX does not help at all... I find myshelf many times reading a post to find at the end that they were talking about something very different of what I thought they were...

The aim is to irradicate the FlaskMPEG forum ;). Very complex what you're suggesting, but definatly second your idea for a subtitles forum.
