Dolby surround & DVD2SVCD [Archive]

Is there any chance to make dolby surround sound on the film using DVD2SVCD?

If you use STEREO than is the Movie Dolby Sourround. But it is not Dolby Digital !!!

But I can not set Power DVD Audio to Dolby Surround. Why?
