would it be possible for DVD2SVCD to some way scan the .vaf file and set the bitrate or some how adjust the q. factor for the next pass? i don't know if this could be done. i was just sitting here thinking. :)

Well, take a look at the vaf file using a hexeditor. I did, and well, maybe I'm stupid, but I couldn't see how I could decifer it without the sourcecode of CCE. So, sorry, the idea is good, but impossible for me to implement.
