I need a good video cutter, they can cut AVI, MPG, VOB, MKV, TS, M2TS etc.

If you have the proper codecs, and you don't mind the re-encoding (and colorspace changing), the good old vdub might help you.
Otherwise it's difficult to find one single program dealing with so many different containers and codecs (the programs listed above deal with MPEG files only, definitely not with AVI or MKV).
For TS/M2TS there is smartcutter (payware).
For MPEG-2 there is MpegVCR (and similar from womble) and million others
for AVI is vdub
for MKV various MKV-tools (I am not using :))
for RealMedia there are Helix and another SW made by a Chinese, sorry, forgot the name, because, again I don't use it
for ASF, WMV, OGG, FLV and other - no idea, never used

For .TS and .M2TS you should certainly evaluate the FREEWARE tsMuxer

for transport streams, there is no video preview in tsmuxer (cut by timecodes) , so you may want to check out tssniper

avidemux can handle a variety of formats as well, and the 2.6 beta builds handle transport streams and h.264 much better

Not free but easy to use and it does a good job.

For .asf/.wmv files, asfbin is pretty much the standard AFAICT: http://www.radioactivepages.com/asfbin.aspx

You might want to check out movica as well, a GUI frontend for various splitting/merging/cutting software: http://sourceforge.net/projects/movica/

If you run a 64bit Windows system, you need to patch the movica.exe file, otherwhise it won't run on such systems.
