I know it might be a silly question, but here it is.
I have 16 clips which many of them are different in fps. Others are 24, others 25 and some 29.97. All is 1920x1080.
Is there a way to make them play in a row but also to be able someone to skip forward or back if needed by pressing the next or previous chapter button?

Well, i guess not. Only jumping to seperate titles. Right?
That way the player will have a gap between the titles. Any other way to minimize that gap?

Try it in multiAVCHD. At least for the combination of 1280x720x25p flagged framerepeat as 50p and 1920x1080x25i it worked for me. Scenarist should allow that too, DVD-Architect does not.

You can make a single playlist with clips of different fps. I've done a seamless branching playlist with clips of different framerates, and TMT played it. But a playlist cannot have clips of different resolution. That makes Scenarist unhappy and the one time I made such a playlist with BDEdit, it wouldn't play in TMT and MPC.

TMT plays it fine even if you put them in a row one after the other without creating playlists. The computets in general plays it fine. I mean that the gap is not as noticable as it is on decks.
The problem is how to minimize that gap in deck players or ps3, but i realized there is not such option. If you have different specs, that is something you have to bare with.
