I'm no expert, but there is no way enough detail in that dark footage to see a person within that car.
Although I've seen them do it in the movies (!), this is real life we're talking about.
As in this instance, security camera quality is usually always very poor quality to start with.
It's like trying to see a piece of coal in a field in the dead of night.

I think the person in the car could be Columbo?

this prob wont work, but maybe try playing with the brightness or contrast (in wmp > view > enhancements > video settings).

You can do on the fly with player or decoder picture properties,
or with Vdub filters to encode a new clip
if you are using FFdshow look on levels and picture properties,
remember to not loose contrast while magnifing brightness,
so use brightness with contrast in picture properties(or brightness filter in Vdub)
and Gamma and light input(on the right) in levels.
Try also to use a moderate sharp filter.

the signal is not their (@ least not enough in 1 frame alone) not even the Quantum computers of the CIA would be capable to recover those ;)

You did actually look at the screenshots, no? There's no detail at all in the dark areas so no amount of contrast/brightness boosting and sharpening is going to magically make detail appear.

I did, and i did make a test too, the test went very bad, but the forum didnt let me to attach the pic.
