I checked mediainfo of Dvd encoded with megui with 1pass lossles preset,it show ref=1,all other hq preset uses minimum 5 ref.frame. I am thinking lossles means max.ref. Or it is like smaller the value greater the quality.

Don't know about the MeGUI preset, but when you do lossless encodes x264 automatically turns off stuff that doesn't help with compression, for instance b-frames. Maybe it also reduces the number of reference frames to 1. More reference frames usually mean better compression, but in lossless mode they obviously can't have an influence on quality.

x264 has no control over what MeGUI puts in its presets.
