Most DVD compliant MPEG2 program stream files seem to always start a GOP at the beginning of a new program stream packet. So that the bytes 00 00 01 B3 will only appear at the packet start, and the preceding video packet will contain any necessary packing bytes.

But I have noticed that some MPEG2 program stream files do not use packing bytes and seem to allow the 00 00 01 B3 to occur anywhere in the program stream packet. But are they legal for DVD?

Do the DVD specs require that a GOP start always occurs at the beginning of a program stream packet, or is it legal for the GOP start to occur anywhere in the program stream packet ?
