Changing m2ts IN_OUT times

Hi guys,

I wonder if it's possible to change these values in the actual m2ts file, not in the mpls or clpi. Or if there is a free demuxer / remuxer that can keep the original IN_OUT times and chapter marks from the original mpls for the m2ts file itself.
