I don't know whether this is supposed to be a joke, but... JPEG is an image format. You'd use that for pictures (photos), but certainly not for audio!
However "cover art" can be embedded into audio files as meta information and these pictures may be in the JPEG format.
Also: Converting audio files to a different format never improves the quality. Most audio formats (MP3, AAC, Vorbis) even are lossy and thus hurt the quality.
The best you can get is "lossless" compression, such as FLAC or WavPack. But that still isn't going to improve anything. It just keeps the audio as-is.

Nope, not at all.
As explained before, converting audio tracks to the JPEG format, which is an image (picture) format, does not make any sense!
Whoever told you that either had no idea what he was talking about or just wanted to fool you...
I put my cd in the cpu and tried opning paint. the guy up there said somethng about image format (???) i guess that where to start??? but wen i open the cd, nothihng shows up. what am doing wrong?
That makes even less sense... Paint is a (very simply) image editor. It is not related to Audio-CD's (or music in general) at all
Again: If this is serious and if you want to give us a useful advice, then please try to explain what exactly you are trying to achieve!
What exactly do you have and what exactly are trying to get ???
