IFOedit option greyed out

Hello,
I opened an ifo with ifoedit 0971, and double-clicked the video track. In the properties are two checkboxes to flag that the mpeg has CC data. Those checkboxes are greyed out. This is the final step I need to create a DVD with CC (Closed Caption) enabled.
Any idea what I'm doing wrong?

BTW, IIRC CC (Line 21) works only with NTSC...
