Transcoding help

I have a dvd file that is 7gb and the file aint compliant so i need to transcode it. Its a 1980x800 i believe so its default is too uncrop it too 1980x1080. Bit the file size will be too big for a singpe layer dvd. So my question is could i resize it too 1280x530 so it will crop it too 1280x720 and it will fit a dvd5?
