How does DVD2SVCD calculate the audio delay adjustment?

Hi, i was simply wondered how DVD2SVCD calculates the audio delay? For example in the log it says it adjusts the audio by say -67ms or something.

How does it know the delay value? and how does it change the audio accordingly?
