Can't Set Target Bitrate In Staxrip

I'd love to give Staxrip a fair chance because it seems like a capable encoder. But it drives me nut. I've just not been able to do some basic things in it that I take for granted in other encoders.

For instance I can not get the target bitrate for XVID two pass to stick. I enter 2500kbs, I click OK, and when I check it again it's back to 716406kbs.

Nor can I get the target bitrate to stick with Divx 6.8.. a program I've never had any problems with in Dr Divx.

I've poked around Staxrip looking for clues... and even their wiki only mentions target bit rate once.

Any idea what I'm messing up? I'm using v1.17

Never mind... I figured it out. I was trying to set it in the Second Pass window where one might think the "target bitrate" setting there would work. It's really dependent on the bitrate setting on the main window.
